The abolition of the Seven Warlords of the Sea system is one of the biggest political shifts in One Piece. For decades, the World Government relied on the Warlords—powerful pirates who agreed to work alongside the Marines in exchange for immunity from prosecution. This alliance formed one of the Three Great Powers that maintained balance across the seas. However, despite its intended purpose, the system repeatedly proved to be deeply flawed.
Several Warlords abused their authority, using government protection to pursue personal ambitions that endangered entire nations. By the time of the Reverie, confidence in the system had collapsed, prompting world leaders to vote for its removal. The decision also reflected the World Government’s growing confidence in a new military force capable of replacing the Warlords.
So, why was the Warlord System abolished, and what were the consequences for the balance of power? Here’s a complete explanation.
What Was the Warlord System?
The Seven Warlords of the Sea, also known as the Shichibukai, were powerful pirates officially recognized by the World Government. In exchange for assisting the Marines when necessary, they received immunity for most of their pirate activities.
The arrangement allowed the Government to use some of the world’s strongest fighters against rival pirate crews. Alongside the Marines and the Four Emperors, the Warlords formed one of the Three Great Powers that stabilized the seas.
While the system appeared effective on paper, it depended heavily on the personal loyalty of pirates whose interests rarely aligned with those of the Government.
The biggest weakness of the Warlord System was the lack of accountability. Several members exploited their official status to commit crimes while avoiding punishment.
Sir Crocodile secretly attempted to overthrow the Kingdom of Alabasta, using his Warlord position to avoid suspicion. Later, Donquixote Doflamingo ruled Dressrosa through manipulation, violence, and illegal dealings while maintaining government protection. Even Gecko Moria used stolen shadows to strengthen his undead army.
These repeated scandals demonstrated that granting legal immunity to pirates created more problems than it solved. Rather than protecting civilians, the system often empowered dangerous criminals.
During the Reverie, two rulers became the strongest voices against the Warlord System: King Riku Doldo III of Dressrosa and King Nefertari Cobra of Alabasta.
Both kingdoms had suffered directly because of Warlords abusing their government-sanctioned authority. Crocodile nearly destroyed Alabasta through deception, while Doflamingo transformed Dressrosa into a dictatorship despite being officially allied with the Government.
Their experiences convinced many world leaders that the system was fundamentally broken. At the Reverie, they formally proposed abolishing the Shichibukai, arguing that no pirate should receive legal protection simply because of their strength.
One major reason the World Government agreed to abolish the system was the development of the Special Science Group (SSG). Led by the brilliant scientist Dr. Vegapunk, the SSG introduced new military technology designed to replace the Warlords.
Fleet Admiral Sakazuki and the World Government believed these scientific weapons could provide comparable military power without relying on unpredictable pirates. This reduced the Government’s dependence on individuals who frequently pursued their own agendas.

Once the decision became official, every former Warlord immediately lost government protection. The Marines launched coordinated operations to arrest them across the world.
Characters such as Dracule Mihawk, Boa Hancock, Buggy, Edward Weevil, and others suddenly became wanted pirates once again. Instead of peacefully surrendering, most chose to resist, leading to several major confrontations with Marine forces.
Rather than weakening piracy, the abolition unexpectedly created even greater instability. Many former Warlords remained among the strongest individuals on the seas, making them extremely difficult to capture.
How the Decision Changed the Balance of Power
Removing the Warlords dramatically altered the Three Great Powers that had defined the world’s political balance for years. The Marines now relied more heavily on scientific weapons and their own military strength.
At the same time, former Warlords began pursuing independent ambitions. Most notably, Buggy unexpectedly became one of the founders of the Cross Guild alongside Crocodile and Mihawk.
