A proposed Dragon Ball theme park near Paris has been thrown into uncertainty after Toei Animation confirmed that it has not licensed the franchise for the French project. The clarification follows reports surrounding a major €6 billion entertainment development announced by French President Emmanuel Macron and Saudi Arabia.
The confusion is particularly significant because images and videos circulating alongside reports about the French project appear to show a massive Dragon Ball attraction. However, Toei Animation says those visuals are from an entirely separate theme park planned for Saudi Arabia.
Toei Animation Says No French Dragon Ball License Exists
In its official statement, Toei Animation official statement said neither the studio nor the relevant rights holders have granted a license for the reported Dragon Ball theme park in France. The company also stated that it has no knowledge of the reported project in the form described by recent coverage.
Toei specifically addressed the promotional material being used in reports, explaining that the concept images and videos originated from its March 2024 announcement with Saudi Arabia’s Qiddiya Investment Company. Those materials were created for a Dragon Ball theme park planned for Qiddiya City and are not connected to the reported French development.
The French project itself was announced as part of a €6 billion partnership between France and Saudi Arabia. Reuters report reported that the development is planned near Cergy-Pontoise, northwest of Paris, although details about a Dragon Ball-themed attraction remain disputed by the franchise’s rights holders.
The Dragon Ball Theme Park Already Confirmed Is in Saudi Arabia
There is, however, an officially licensed Dragon Ball theme park project that should not be confused with the French reports. Toei Animation and Qiddiya announced the Saudi Arabian attraction in 2024, describing it as the world’s first Dragon Ball theme park.
The planned Saudi park is expected to cover more than 500,000 square meters and feature seven themed areas and more than 30 attractions. One of its central landmarks is a roughly 70-meter-tall Shenron, with the project also planned to include a hotel and restaurants.
The distinction matters because Dragon Ball remains one of Toei Animation’s major global properties, with the company continuing to handle licensing and international distribution for the franchise. Toei’s official catalog also highlights the series’ extensive presence across Europe and other international markets.
For now, fans should therefore treat reports describing a licensed Dragon Ball theme park in France with caution. Toei Animation’s latest statement makes clear that the concept art circulating online should not be taken as confirmation of a French Dragon Ball attraction.
