The Zero Mortals Plan is one of the most important parts of Dragon Ball Super’s Future Trunks Saga, explaining why Zamasu became obsessed with eliminating every mortal in existence. What began as dissatisfaction with the behavior and weaknesses of mortals eventually developed into a radical belief that only gods deserved to exist. Zamasu considered mortals fundamentally flawed and viewed their ability to create violence, destroy worlds, and challenge divine authority as proof that they had no right to survive.
His encounter with Goku made that resentment even stronger because he could not accept a mortal possessing power comparable to a god. This ultimately pushed Zamasu toward a plan that involved stealing Goku’s body, becoming Goku Black, obtaining immortality, and destroying the divine hierarchy that could oppose him. The result was the Zero Mortals Plan, a scheme designed to erase mortal life throughout the universe.
How the Zero Mortals Plan Worked in Dragon Ball Super
Zamasu’s plan depended on two versions of himself from different timelines working together. One became Goku Black after using the Super Dragon Balls to exchange bodies with Goku, while another Zamasu remained in his own body and used the Super Dragon Balls to become immortal. The two then formed an alliance, giving Zamasu access to Goku’s powerful Saiyan body while his counterpart could survive virtually any physical attack.

Their next step was to eliminate the gods who could potentially interfere with their mission. Goku Black killed Supreme Kais across the universes, which also resulted in the destruction of their corresponding Gods of Destruction, leaving the pair with far fewer divine opponents to stop them. They then targeted mortal civilizations, with Future Trunks’ Earth becoming the primary battlefield as they gradually carried out their vision of a universe without mortals.
The irony behind the Zero Mortals Plan is that Zamasu claimed to be creating a perfect divine order while committing exactly the kind of mass destruction he condemned mortals for causing. His hatred also became increasingly personal after taking Goku’s body, as Goku Black developed a particular obsession with defeating Goku and proving the superiority of his philosophy. The plan ultimately escalated when Zamasu and Goku Black fused into Fused Zamasu, turning their crusade into an existential threat to the entire future timeline.
Zamasu’s philosophy ultimately failed because his idea of divine perfection was fundamentally based on hatred and destruction. Dragon Ball Super uses the Zero Mortals Plan to show how his desire to create a flawless world became another form of tyranny, forcing Goku, Vegeta and Future Trunks to fight for the survival of mortals across the timeline.
